Air Quality

CMAQ (Congestion Mitigation Air Quality)
The Congestion Mitigation and Air Quality (CMAQ) program funding is allocated to non-attainment areas through the North Carolina Department of Transportation.

EPA Clean Diesel Campaign
Reducing emissions from diesel engines to improve air quality.

MSER (Mobile Source Emissions Reduction) The purpose of the MSER program is to produce reductions in on- and off-road emissions of primarily ozone and carbon monoxide.  Grants are awarded annually by the Department of Environment and Natural Resources with assistance from the Grant Review Committee.

The STIP contains funding information and schedules for various transportation divisions including: highways, aviation, enhancements, public transportation, rail, bicycle and pedestrians, and the Governor's highway Safety Program.

Enhancement Funds
Federal Transportation Enhancement funding is administered by the Enhancement Unit and serves to strengthen the cultural, aesthetic, and environmental aspects of the Nation's intermodal transportation system. Transportation Enhancement (TE) activities, awarded through the North Carolina Call for Projects process, must benefit the traveling public and help communities increase transportation choices and access, enhance the built or natural environment and create a sense of place.

Land and Water Conservation Funds
The Land and Water Conservation Fund (LWCF) has historically been a primary funding source of the US Department of the Interior for outdoor recreation development and land acquisition by local governments and state agencies. In North Carolina, the program is administered by the Department of Environment and Natural Resources.

PARTF (Parks and Recreation Trust Fund)
The Parks and Recreation Trust Fund (PARTF) provides dollar-for-dollar matching grants to local governments for parks and recreational projects to serve the public.

State Transportation Improvement Program (STIP)
The STIP contains funding information and schedules for various transportation divisions including: highways, aviation, enhancements, public transportation, rail, bicycle and pedestrians, and the Governor's highway Safety Program.

NCDOT Bike/Ped Planning Grant
Funds for bicycle and pedestrian projects come from several different sources however, allocation of those funds depends on the type of project/program and other criteria. The information provided in this section is intended to present a basic overview of the process.

Powell Bill
Annually, State street-aid (Powell Bill) allocations are made to incorporated municipalities which establish their eligibility and qualify as provided by G.S. 136-41.1 through 136-41.4. Powell Bill funds shall be expended only for the purposes of maintaining, repairing, constructing, reconstructing or widening of local streets that are the responsibility of the municipalities or for planning, construction, and maintenance of bikeways or sidewalks along public streets and highways.

Recreational Trails Program
The State Trails Program is a section of the N.C. Division of Parks and Recreation. The program originated in 1973 with the North Carolina Trails System Act and is dedicated to helping citizens, organizations and agencies plan, develop and manage all types of trails ranging from greenways and trails for hiking, biking and horseback riding to river trails and off-highway vehicle trails.

Safe Routes to School
This program provides another opportunity to fund projects, programs and activities that will specifically encourage safe walking and bicycling transportation choices for children traveling to and from school.

Provides roadside elements for a statewide highway system that are safe, environmentally sound, attractive and responsive to the public's needs.

Rail

Industrial Rail Access (sidings)
The NCDOT began the rail industrial access program to provide an incentive to locate or expand facilities in North Carolina. This funding helps ensure that companies have the railroad tracks needed to transport freight and materials. The program uses state funds to assist in constructing or refurbishing tracks required by a new or expanding industry to encourage economic development.

JARC (Job Access and Reverse Commute)
The purpose of JARC is to provide a regional approach to transit services for low income individuals and welfare recipients to and from job centers, training, and child care facilities.

New Freedom
The New Freedom formula grant program aims to provide additional tools to overcome existing barriers facing Americans with disabilities seeking integration into the work force and full participation in society.  Lack of adequate transportation is a primary barrier to work for individuals with disabilities.
