Planning, Environment and Reality
Transportation planning and project development must
reflect the desires of communities, and take into
account the impacts on both the natural and human
environments. Transportation projects are closely looked
at to see how they might impact the community, the
natural environment, and our health and welfare. Before
any project can move forward to construction, the FHWA
must address and comply with laws related to the
environment. These laws cover social, economic, and
environmental concerns ranging from community cohesion
to threatened and endangered species. To get through
this detailed process, FHWA and FTA use the National
Environmental Policy Act (NEPA) process to evaluate
impacts associated with each individual project.

Aviation Safety and Education
The NCDOT Division of Aviation, Safety and Education Section, is dedicated to keeping North Carolina "First in Flight" and "First in Safety." We work to create and promote safety and educational events throughout the year. NCDOT typically teams up with the FAA, state/federal government, aviation industry representatives, and volunteer groups and other organizations to provide educational opportunities for aviation groups and the general public.
Landscaping
The Landscape Design and
Development Section of the Roadside Environmental Unit
provides guidance, design assistance, and visualization services
to maintain and develop new landscaping projects along north
Carolina highways. Improvements are deployed through
the field operations units located in Division offices.
Litter
Programs
The Swat-A-Litterbug Program is an educational effort
administered by the Office of Beautification Programs within
the North Carolina Department of Transportation.
Logo Signs
The North Carolina Logo Sign Program provides notification to
travelers for a set of specific service businesses
accessible from a fully-controlled interchange. Services
include gas, food, lodging, camping, and attractions.
Roadside Environmental Design Assistance
The Roadside Environmental Unit
provide roadside elements for a statewide highway system
that are safe, environmentally sound, attractive and
responsive to the public's needs.
Funding Categories for Bicycle and Pedestrian Projects
Bicycle facility projects are divided into two categories, which determine the types of funds that may be available. Independent projects are those which are not related to a scheduled highway project. Incidental projects are those related to a scheduled highway project. Local requests for small pedestrian projects, such as sidewalk links, should be directed to the relevant NCDOT Highway Division office.

Ferry Division
Since the early 20th century, ferries have played
a vital in Eastern North Carolina. Today, the N.C.
Department of Transportation's Ferry Division extends over
seven routes, has 24 ferries and employs over 400 workers.
Each year, North Carolina ferries transport over 1.1 million
vehicles and more than 2.5 million passengers across five
separate bodies of water - the Currituck and Pamlico sounds
and the Cape Fear, Neuse, and Pamlico rivers.

NCDOT Bridge Maintenance
This unit is responsible for the inspection, analysis,
inventory, and administration of policies and procedures for
all structures on the State Highway System, including all
bridges, all reinforced box culverts, and all pipe 54" and
larger in diameter. This unit is also responsible for the
design and administration of the state funded Purchase Order
Contract Bridge Replacement Program.
Secondary Road Widening
Several roads in rural
North Carolina do not meet existing NCDOT standards for
width. These roads can be widened as a part of a State
Transportation Improvement Program (TIP) project. Contact
your local RPO or MPO to discuss placing a project on the
TIP.

Access
Management Policies
Access Management is the interaction of land
development and traffic impact regulations to minimize the
impact of proposed development upon the transportation
network.
Access management strategies include, but are not
limited to, turn lanes, separation between curb cuts,
medians, geometric specifications for access, and safety
considerations.

Rural Planning Organization staff,
district engineer,
or division traffic engineer. Each of them will be able to
provide guidance based on your specific situation.
Intelligent Transportation Systems (ITS)
The ITS Unit of the Division of Highways is responsible for
deploying technology and communication systems across
various travel modes to manage and optimize the state’s
transportation system. These can include cameras, dynamic
message signs, real-time traveler information, and signal
coordination.
Maintenance (Litter, Mowing, Resurfacing)
The division of highways oversees several units with
responsibilities for maintaining the roadway, roadside, and
appearance of the highway system in North Carolina
Traffic
Signal Needs
Traffic signals can provide safe turning movements at congested intersections,
but they can also cause congestion at some intersections. To
determine where a traffic signal is needed, NCDOT will
evaluate an intersection to see if it meets several warrants
before a signal is considered
Quiet Rail Crossing Improvements
A quiet zone is a railroad grade crossing at which trains are
prohibited from sounding their horns in order to decrease the
noise level for nearby residential communities. The train horns
can be silenced only when other safety measures compensate for
the absence of the horns. There are several ways to qualify for
the FRA to create a quiet zone.
NCDOT Highway Safety Improvement Program
The Highway Safety Improvement Program (HSIP) Group focuses
on potentially hazardous locations and hazardous
features analysis, to reduce the number of traffic
crashes, injuries, and fatalities, by reducing the
potential for and the severity of accidents on public
roadways.
NCDOT Traffic Engineering
Provides the N. C. Department of Transportation's Traffic
Engineering and Safety Systems Branch's, policies, practices,
and legal resources, and other related information, to
engineers, staff, officials, and the general public.
NCDOT Traffic Safety Unit
Provides traffic engineering with emphasis on safety and
traffic operational strategies.
Traffic
Calming
The term "traffic calming" is often described as the
combination of mainly physical measures that reduce the
negative effects of motor vehicle use and improve
conditions for nonmotorized street users. However, the
term "traffic calming" also applies to a number of
transportation techniques developed to educate the
public and provide awareness to unsafe driver behavior.
Public Transportation
Division
NCDOT's Public Transportation Division was created in 1974
by the N.C. General Assembly to foster the development of
intercity, urban and rural (now referred to as "community")
public transportation in North Carolina.
Park & Ride
Park & Ride lots provide a safe, convenient place
to park your car or bike so you can transfer to a
pre-arranged carpool, vanpool, bus or train. They’re usually
free, although occasionally permits or fees may be required.
